Nay, Wildergrowth Forest, or any hilly and grassy place has jute and cotton, it's not a rocket science.

Seems to just be a bugged spawn for him. No luck for me. I suspect that his got bugged like the mob spawns that just keep coming over and over. Just keep an eye out and take advantage where you can.
