some guy sold his account on ebay and after 2month he stole the account back and i cant login anymore! is there a way to get it back? or get them banned completly?

You did remember to change the password, address, phone number and Credit Card info, right? If you did not, he may have contacted SOE, verified some simple account information and convinced them that "somehow" his acct. was compromised and stolen. In this case, they could have (and likely did) reset the password, assign a new station ID and set the acct. securely in his hands. At this point, I don't know what you can do about it...
If you did change all that you could on the account, and you protected yourself, I have no clue as to how he'd have scammed you... One idea is that he had his Station acct open and after the money had exchanged hands, he reset the password immediately... but that wouldn't explain the fact that you used this acct for 2 months without issue. Good luck figuring this out!

I heard of this happening when vets were given 1 months free game time.....emails were sent from SOE to the orginal owners and some just contacted SOE and said they couldnt log in and they fixed it for them.....leaving people who paid money out of pocket
One guy i know this happened to sent a ticket to SOE and came clean told them he paid this guy money and they banned the account.....not ideal for you as you will lose out but at least this guy cant play anymore

To be honest with you, Buying accounts all around is a Bad Idea. All they have to do is contact SOE and Answer a few questions and BAM you lose your account.
It's better if you have a seller you know you can trust. Because if you don't I'm sure somewhere down the line, The account will be hacked.

If you are the original account holder all you have to do is call and tell them the first and last digits of the first credit card you used to do the set up and BAM you just stole your account back. I had a friend that would do this over and over again with many accounts so yea the first account holder can get there account back at anytime if they want it.

Realize, also, that if you bought this account off E-bay, as you claim, then you should retain your receipt for this purchase. If so, you can file a claim against this person for fraud. What he did was illegal, and he can be brought up on criminal as well as civil charges.

The original information is kept on file. So even if you change all of the information, the original owner just has to call up with all of the information used to create the account in the first place, and they'll get access back along with a fresh password.
The real trick is changing the secret answer and hint ALONG with the email/credit card/info/etc. And while this won't work 100% of the time, it makes it even harder.
You can also look at the account for previous billing information (which includes the last digits of the card used) in the original transaction. This along with other information (if they didn't change it) will be needed to change the secret hint/question.
The ideal thing to do would be to get ALL of the information changed over to yours. Then, simply transfer the character to another account you own using the CTS. (If you bought the account for a specific toon.)
Either way, no account that is bought is "hack" proof. Because if they're smart and they really want it back, they'll find a way - whether its thru verification through the original CD-KEY, credit card #, etc. Bottom line: don't buy accounts unless you like handing your money to people for a chance at someone taking it back from you.
Edit: and looking up some information on social engineering for when you call up to change the information wouldn't hurt, either.
