Ok Here Is an Exploit I discovered while rushing on Guildwars : Factions.
Update: Works On Guildwars too

I rushed that since my last one was moaned at.
Text-Based Tutorial:
Step One:
Open up your skills menu by using the shortkey "K" Or going into menu > Skills.
Step Two:
Find a skill that doesnt recharge, takes long to recharge, Or you just want fast.
Step Three:
Drag it into your skill bar and quickly move it whilst its in your skill bar to another bit in the bar, this way you have one.
Step Four:
Seconds later another appears in the origional Spot.
FOR A THIRD OR FOURTH SKILL:
Drag the same skill from K and move it somewhere , the first one will dissappear.
Then move it away again, Now you have your first cloned one, another cloned one , and the one your secondly put from skills bar.
