Between Linewood and Kingman is the prison. Many quests deal with this place and I found that if you head to either guard tower at the entrance and climb up to the top using the ladder you can snipe enemies with impunity.

Here's the catch: At level 12 these guys were giving me 35-40 xp a kill. It took me usually 3 shots to kill them with the crossbow I use. Not bad xp when you consider that quests at this level are giving me 350-500 xp.

The catch is that ammo is expensive-- 45 chips for 20 crossbow bolts-- I'm ok on money from some crafter toons I have, but it starts adding up quickly---and you don't get bonus AP points like you do for quests.

Still, it's a good spot to grind if you want quick xp with impunity.

Not a bad sniper location indeed. I use it as a spot to level up my alts. I equip them with a sniper rifle and just load thier inventory up with ammo. While it is true you do not get AP for just killing mobs, you will still get the AP every time you knock out a level step, 2 to be exact. I will level my alts up here, then run them back to lower level areas to perform the quests that give AP and just plow through the content to collect the APs from the quest givers.

Not an exploit for sure, but a decent method of quickly leveling an alt.
