How do you get that sig thing?

You know that sig or banner on the website: Register to unlock hidden link
the one when your cursor hovers over it it makes lightning and a sound,how would you make that a signature ?

I think he means as a signature on a forum... You cant make the flash banner as a signature on most forums
But the gif can be fully used
