Your software says declined, but payment is processing

Hello,
I have been trying to join your premium membership.
Your software keeps declining my credit card for verisign. When I try to use paypal your softward sends me directly to the 'add a new credit card' page in paypal which is not appropriate...I already have a paypal account with the credit card registered there. If I try to add it again it won't let me and there are no other options presented.
So I call my Credit Union and they look in the records and tell me that my verisign attempts HAVE NOT BEEN DECLINED.
What this means is that I have paid you about 10 times over the last couple of weeks trying to sign up. Your software processes the payment (as reported by my credit union), the money is deducted from my account, and you tell me that the card was declined when it wasn't.
Please fix this! You owe me a couple of hundred dollars refund.
