Mithran Rod, Shall Shells, and 'Fish too small' messages'

I have been using a Mithran Rod with a Rogue Rig to pull up Shall Shells. Until I have enough gil to buy Lu Shang's Rod, this seems to be the best way for me to make gil.

What I am wondering is if it is possible to catch some Shall Shells with a Mithran Rod, but not others? I seem to get a lot of "Fish too small" messages, when fishing for Shall Shells only. Does anyone else have the problem, if so, is there a better rod suited for catching MOST Shall Shells, or is their another fish/monster that is around the same stamina?

I recall using my Composite Rod here with a Rogue Rig and realing in quite a bit of Shall Shells...but I haven't played in a half year so I could be wrong. But, I am pretty sure that the Mithran Rod isn't your best bet here.

*UPDATE*

I started using a Halcyon Rod with a Rogue Rig. I have not seen anymore "too small" messages. This is definitely a promising solution for those that fish shall shells as their primary income (like Moi).

From what I understand, Shall Shells will not break the Halcyon Rod. Do not use this rod to catch items or monsters... ^^
