About buying a premium member's status..

I would like to become a premium member but I can't locate more detail on payment related FAQs. $3.95 seems to be the fee charged in order to become premium. However, is that $3.95 a monthly fee that automatically charges to your Paypal account, or is it a yearly fee? I also read it from the register for free account page that there is also an 1x fee of $14.95 for Note (for programmer or something). Is that true that when we apply for premium, first charge to Paypal will be $3.95+$14.95=$18.90? I couldn't locate the actual specification on these after browsing through many pages of the site. Please advice. Thanks.

When you first join you will just pay 14.95. Then each month after that is 3.95
