LUCK and precision dont seem to help.

Why would precision help, it's a combat-related only buff. Luck has been argued to help even though confirmed by devs not to. If you are making weapons I'd recommend just getting full munitions/full luck, as well as using some weapons assembly mods depending on what it is you are crafting. Good luck.
