anyone remember how to reset tatooine planet quest to zero?

i know there is a npc that can do it but i do not remember where is it anymore, if anyone know pls post the wp tks
sure it only works with old preNGE quests.
The NPC are outside the rear entrance to the Mos Eisley Cantina.
