Server Transfer Leveling?!? Does it still work?

I did a search and came across many old posts (one-three years old) about leveling a toon as an Ent on one server and then transferring to a new server, going to the respec npc and respec'ing to a combat toon as CL90.
This still work?

Oh but it was soooo awesome when it was working. I leveled about 8 characters between my 4 accounts this way. Honestly though, I can't level the legitimate way in this game anymore. Not after NGE. So that exploit actually kept me playing longer than I would have.
