For those who play on private servers,I didn't try on official,might work actually, but 100% works on L2j servers.
So:
1. You need a Grand Khavatari and Hierophant and a Blade Dancer + your character 30+ LvL wich you are going to power-level.
2. Now Everybody knows that if the difference in LvL is greater than 30 (I might be wrong) the power-leveled character doesn't get XP.
But there is a way...: You need 2 or 3 characters 30+ LvL and the Power-Leveling characters.
3.The bug is that the Party Leader must be one of the 30+ LvL character.
4.If you tried 3 30+ LvL characters in the party and they don't get XP that means you got to make 2 30+ LvL characters in the party. It works either the number of party members is pair or impair)
5. I usually buff PP and BD, no vampiric, use Nightmarish Light set on the Tirant, uder Bison and keep your HP LvL under 30%, use S Grade fists with Critical Stun. Pagan Temple and Monastry of Silenece are very good for this purpose.

I do play on a Russian private server x10 with GM shop , L2j , Interlude and I use this tactics to make more and more bots

For some reason it works only both low LvL characters are same lvl and one of them is the party leader, party must be kept without Elven Elder for some reason, sometimes its working with pair number of memebers in the party, sometimes inpair, depending on the number of low LvL characters. Most important is that there must be 2 or more low LvL characters in this party so that they can gain XP.
As you can see my both characters are 31 in party with 80 LvL characters and they are getting XP/SP and LvLs
