HA! depends on level/class/group/solo
it would take years to pan them all.
when you find a sweet spot circle the block, and they'll respawn, if you're on a sweet mission, when you see the big bad boss, quit mission, switch to a new mission, then switch back.
you can re-enter and do the whole mission again. (as long as you don't complete the mission and it's not timed)

My favorite place to get xp is in Perez Park if you're lvl 6-15.
The Same for steel canyon except you should be around 10 to go there.

Oh another thing:
My highest lvl charecter is lvl 12 right now and i was wondering if a CoH master (20+)could tell me the hardest area they have been and what monsters they found. Thanks!

The Hydra at the bottom of the sewers in nearly impossible. The praetorians put up a good fight but are pretty easy with fire imps.

Running around a block and constant killing is SUCH GOOD EXP!!!! I love it, im only level 14 but...yeah. Perez is ok i suppose.

I'm level 24...and i fight in Terra Volta...mostly sky raiders, lost, and freaks, but there are small groups of other stuff...and when i say small, i mean 5-7 mobs...big groups can get up to like 20-30 mobs...

i found a place but lol it only gets you to lvl 3 from 1 before being a crap place: Galaxy City north west corner around the big building, fast respawns but lvl 1-3 mobs.
