Im looking for a way to change the sound when you receive a tell.

open the UI Builder dir in you eq2 folder and read the Docs. It explains in detail how to do this. Not a hack bug or an exploit, but a supported feature of the customizable UI feature.

where is the UI builder in everquest 2? i cant find it!

Look for an archive called UIBuilder.zip in your EverQuest II dir.
