Even though SOE have taken low level crafting components off all their NPC vendors they have left the one on the Isle of Refuge who sells Fossil Fuel at 1cp each.

Easy way to get this is to make a new character and put an it in the shared bank for them to sell on the Isle.
Then they have money and can provide you with all the fossil fuels you need.

Fossil fuel is a component in low level tradeskill recipes.
