I couldnt get the HO starter to work, when I tried it stated that it did not recognize that power.

You have to be in combat mode (have an active enemy) in order for HO starter to work. E.g., for mage you have to cast any offensive spell first (like arcane bindings), then arcane augur, arcane lightning, identify icon on HO wheel, cast next spell to complete HO. Of course extra stuff required to handle fizzled, resisted and "too far away" spells.
