Carry as much weight as you want, walk half-speed

This will work as a mage definately, not sure about scout classes.
No matter how overencumbered you are, if you cast Summon Shadows on yourself, you will walk at the half-speed reduced rate for stealth - which is much faster than the encumbered rate.
