On the Isle of Refuge, if you kill enough skeletons, one will drop a paper that gives you a quest to kill Captain Rockbelly. He has a high loot drop rate and spawns whenever you want him to. If you open up the map, the top-left waterfall is where he spawns. When you want him to respawn, simply double-click his grave. The paper never dissapears, so you can kill him over and over.
