Alright so this is a pretty good build for PvP Assasins.
Attributes as followed:
Dagger Mastery - 16
Shadow Arts - 12
(6 points left over for whatever)

Ok when you pick armor and weapon it doesn't matter as long as mask is dagger mastery +1.

Skills are in order 1-8:
1. Desperate Strike
2. Fox Fangs
3. Nine Tail Strike
4. Moebius Strike
5. Death's Charge
6. Shadow Refuge
7. Way of the Lotus
8. (whatever you want)

Ok so the secret in this build is here. By the way, I totally discovered this myself.
Pick an enemy and cast Way of the Lotus on him. This skill makes it so whenever you use a duel attack on that enemy, you gain 17 energy.
Now attack him and use skills 1, 2, and 3 on him. By now if your dagger mastery is 16 they should have 50% health or lower. Now use Moebius Strike and skills 1, 2, and 3 should recharge instantly due to the effects of Moebius Strike. Now you can just keep hitting 1, 2, 3, 4 in a row and you'll never run out of energy or have to wait for skills to recharge. Now you can just repeat until Way of the Lotus runs out and recast and do it again. A great way to win on 1 on 1's and PvP. Moebius Strike* and Way of the Lotus* are keys to this build. Have fun!

Moebius Strike - Elite Off-hand attack. Must follow a duel attack. If it hits, it strikes for + 37 damage. If foes health is 50% or below, all attack skills recharge instantly. (Dagger Mastery)

Way of the Lotus - Hex Spell. For 20 seconds, the next time you hit a target foe with a duel attack, you gain 17 energy. (Shadow Arts)

Way of the Lotus- only lasts for 20 seconds. So what's the timing for re-spamming that one?

What's the recharge time for Moebius? #edit#Just re-read the guild wars update site. Moebius strike did recharge itself. Not any more.

Moebius doesn't recharge itself. It recharges skills 1, 2, and 3. By the time you use skills 1, 2, and 3, it will be ready again.
Way of the Lotus lasts 20 seconds so count to 20, or the next time you use a duel attack watch to see if your energy rises. If not, cast it again.
It has a 20 second recharge time so when its recharged, you know its worn off.
