The bug is caused by the new 10s War-Speech penalty.

1. Get your un-bugged mini, check BC heal numbers.
2. Activate War-Speech
3. De-activate War-Speech
4. After 10s cooldown, Check your BC. You now have gimped heals, forever until you die.

one good observation from thread:

The bug has been found and corrected. It is in the Volume 3 Book 1 build.

Basically the issue was related to an effect applied by War-speech when it was turned off that wasn't ever going away. That is why dieing clears the bug. It is not related to a Legendary Item legacies at all.

I think lotro is doing good when it comes to updates. They are really intend with the community. Turbine is one of my fav companies out there for community feedback.

well community maybe but individual gm support (not sure if it is outsourced or what) isn't that great it took 3 in game tickets and even a posting in the customer support forum just to get the goat from som

and the problem must be still so widespread they are shipping the goat out again to all players in the book 3 1 patch

I don't really see what the bug is really...

As I understand, if you turn WS on and off it gives you lesser heals but I don't notice a difference to be honest. (checked tooltip, turned WS on and off and waited for the debuff to wear off and then checked again, same heals)

It isnt a USEFUL bug but it affects minstrels who use war speech so as an FYI I posted a work around way to fix it prior to the patch fix that is coming up

minstrels who are in war speech then drop war speech to go full heal lose about 10% of their heals

so you have to die to get back to 100% heals until the patch

Like I said: it makes no difference for me :S Same heals before and after war speech (Checked after a death)
