Whenever you take damage and need to repair, fit yourself your own Shield booster, Armor Rep, Hull Rep, and warp to a station.
Sit outside the station and repair yourself to full, draining your capacitor.
Dock inside the station, and wait a few seconds, and undock again. You will have full capacitor.
This is an easy way to get free repairs, and recharge your capacitor instantly, letting you get back to the fight or mining faster.

This does work, yes, but its kinda common knowledge to most all players minus new guys. But nobody is going to fit a shield booster, armor rep and hull rep while PVE or PVPing so you would have to dock, fit the mods, undock, rep rep rep rep, dock, unfit, refit old mods and undock again.
How ever, it is a nice tip if you dont know this to get out of paying the repair bill. Also, You dont need to pay for shields, you just dock and undock and your shields are full again. Only have to pay for armor and hull.
Im gonna say nay. Despite the fact that it does work, but not premium worthy imo.

..and this doesn't cover damaged mods (eg. from overloading), drones, rigs etc, which can *only* be repaired in-station

As mentioned before... it's common knowledge. You can do that at beginning of your career. Because of lack of money you will fit whatever you grabbed killing NPC's and you will repair yourself.
Otherwise... find a corpmate with remote armor repper... this may help.
But... it's YAY
Damaged Mods (through overheating) can be repaired in 0.0 POS or you can use that Nanite-Paste-Stuff.
Overheating makes sense... expecially in PVP...
