First off... you need novice bounty hunter.
Then head to coronet.
Go towards the center of town towards the "capital".
Find the BH terminal and the spynet operative next to him.
Stand about 5 meters from each. You can then pick a mission from the terminal and talk to the spynet operative while standing still.
Pick a mission within coronet, if you didnt get one, drop that mission and pick a new one. You will then get 200 BH xp. Do this until you have 6000 BH xp. Pick up the Investigation I-II skills.

Once you have this skill, at least get some healing skills and armor.
After this, go Rebel or Imperial Combatant.
Grab a speederbike or some type of vehicle and roam around town typing /find rebel or /find imperial (your opposite faction) and it will give you a waypoint for the nearest PVE GCW base. Once you get there... check for turrets. If there are any you wont be able to get in. If there aren't any, get about 10m from the NPCs... and quickly store your bike. Then type /burst for the burst run effect. Once inside type /target uplink to find the terminal that you can slice for 1000 XP per slice... once you get in, if you get in combat by the NPCs, wait until you have about 100 health and do NOT heal yourself... and use the first option on the radial menu right before you get incapped. And if you do it correctly, you will be able to slice the base while incapped. You must play a sort of little mini-game to slice it... it might take up to 20 seconds... but after you slice it, you will get 1000 XP. Once you get back up, quickly heal yourself and make a run out of the base... run about 50m from the base and you should be out of combat, you can then pull out your bike head out and start this process all over for another 1000 XP each time.
But do NOT do 3 bases and get 3 incaps within 10 minutes or you will die (but you are still able to slice the base while dead with the trick though).

You forgot to mention that as soon as you stand up and attemt to heal yourself you get incapped again. After the third incap, you die then clone.

After you clone and track down a recruiter and type /find rebel you most likely get the same base, which cannot be resliced for 24 hours.

As a noob BH with lower defenses, you cannot handle anything bigger than a forward outpost.

The twenty times something similar to this has been submitted on each of the hundred forums out there they always forget to mention this.

After finding a base, dying, cloning, getting prepared again, and providing you're successful, it's about the same as doing bounty missions. If you know where the bases are already then you're set. I'd recommend hiring a runner, preferably melee including a bit of TK.
