A friend of mine told me about an officer exploit involving the Instant Travel Vehicle. I respec'd to Officer and gave her a try, it works... and it's easy too.

You call the instant travel vehicle and as it sits, you activate your rally point (pretty sure it does not matter which type). While the icon is still on, and the buff is still active, you use the Instant Travel Vehicle to go to a player city. When you arrive, the buff will still be active (worked 3 out of 5 times for me). The icon and buff remain until you die or leave the planet (the permanent icon made me not want to PvP, it would seem silly to use such an obvious exploit in public). I guess that's it...
