It seems that even as the shuttle is lifting off, that you can still talk to the droid and zone to your destination on Naboo.

I have done this three times now, as where pretty much any other location if you show up as the ramp is raising on the shuttle you have to wait for the next one, as it doesn't seem to be the case in Theed Space port.

Anyone else see this?

Also it seems that you can run past the ticket terminal and still purchase the ticket although being on the way to the shuttle itself. As where say on Tat, I get the "to far away message".

AFAIK, Theed has always been like this since day one. Back in the day of 10 minute shuttle waits, Theed was quite popular for that reason alone. You would always hop through Theed because you knew you could catch the shuttle.

I don't think it was done on purpose, otherwise Coronet and Mos Eisley would have the same "glitch".

These are named Spaceports and not Starporst
it's done on purpose
