Fishing skill is base of area of lvls and skill lvl. Lets say you are on a part where lvl 13 mobs appear? well you would get items around that lvl. As you meet harder areas the higher fishes you can get and the harder to caught them.

Druids are able to have access to a high lvl area at the low lvl of 10, the place is called Moonglade. A part of the druid lvl 10 quest to take the form of a bear.

This place can be fished and since it have a high lvl fishing area, your fishing skill grow up so fast since you dont fail! here Wink. You can get here lvl 35 weapons Smile.

Prob not since it was reported to be working recently. Also after patch day tons of exploits usually come out of the wood works.
