Do the following quests in order, and get to 4 in about... 4 hours, that really fast because of the slower pace leveling in this game, maybe you could do it in 3

-Goodblades N/H/E
-Lowroad N/H/E
-Durks Got A Secret/Other Leaky Dinghy Quests N/H/E
-Kobolds New Ringleader N/H/E
-Waterworks N/H/E

Yup, just after waterworks you will be into your 4th level, good luck!

Level 4 in four hours? I've done it in two, easily...... just milk Storehouse and the various Solo quests off the dock, then start doing Information is Key. After that, do a few STK runs. Boom, level 4 in two hours.
