River Valley Troll Teeth ?

I saw a cleric and another guy sitting in river valley at the troll teeth quest and they were there for a good half hour and in that time the cleric went form like level 36-39. So I'm thinking theres a bug with that quest where u trade the teeth from person to person ro something? Anyone know more on this?
