Ten Ton Hammer has released a new guide: Getting Started in Harvesting -

If you're an adventurer, it's a good idea to take up harvesting. As your adventuring level rises, keeping your harvesting level in line with the types of resources available in the areas you hunt makes a lot of sense. Hardcore crafters whose crafting levels are much higher than their adventuring levels will need you to collect the resources they use, since they don't dare venture into higher level areas to gather them on their own.

Ten Ton Hammer has an error in the guide in the start. It says that you need 100 of a harvesting skill to move to T2 materials and in fact you only need 85.

not for mining... i tried T2 at 85 and it was a no go. Hit 100 then it allowed me to use it, I tried at various points past 85 and it simply would not let me.

you can get the next tier books at 85 185 285 and so on but you cannot harvest the next tier until you reach 100 200 so on
