VG Guides - Power Level 31-34 at Southwatch

First off, you need 3 things:
1) Level 31 to get the missive
2) Someone in the group that can evac
3) Someone in the group that can levitate others
That being said, it can be done without the Evac and Lev but its much, much slower.
First thing you do, goto the Missive Board in Southwatch and get the Missive that has to do with Savory Frog Legs.
Then you want to use levitate on you and whoever is with you to travel towards the lake (I believe its south, but just follow the marker for your quest). This takes you over a small mountain with a lake on the other side. The frogs are on the beach furthest away from the way your facing.
Kill 7 frogs, loot the savory frog meat (the will be close to respawning by the time you get back).
Evac your party and you end up right super close to the main camp in southwatch near the missive board, saving you a longass run back (the run back is much longer than the way over, since you have to go around the mountain).
Rinse and repeat, levels 31-33 you get a full yellow bubble of exp for each completed quest and a missive scroll. You can actually do this all the way to 36, but the exp slows down considerably to half a bubble at 34, and then 1/4 at 35. At level 36 I have heard you cannot get the missive anymore.
This is also a decent source of income, since the quests give a bunch of silver and be sure to turn in your missive scrolls to the taskmaster in town 10 at a time for a chance at some decent sellable loot.
