Finding Memory

After so many attempts and questions, I finally got my UCE to work with 9Dragons. There are two issues that I'm confused about and hoping to get some answers.
1. I changed the value of my nuker attack skill to Cheng 10, however, the damage I deal was the same (Cheng 6 Damage), it didn't increase not one bit. Is this due to the fact that there is a level requirement for the skill to level up that I have not yet fulfilled or am I doing something wrong with the value/memory modification?
2. I know there is no instant one-try way to find the correct memory for skills. However, what should I base my search on.. I mean, all I understand right now is to search the value of the current Cheng of the skill, but for example, if I am trying to find the memory for a Cheng 1 skill (Value=0), I get thousands of memory. Hoping to get some help with this.
Anyway, thanks in advance to all future replies. I know I have been asking alot of questions in this forum but they all have paid off and I am alot more fluent in the operating of UCEs in 9Dragons.
