The newbie staff "Dawnstaff" will skill up heal self. Confirmed from 99-100. After you use the "surging" heal the skill will drop down to 99.9 instead of 99.0, with the new patch. It only takes 15-20 casts to get 100 again.

Now you don't have to waste staves on a simple heal self macro while your friends beat on you to skill up. Enjoy.

UPDATE: Newbie staff is skilling up buff spells as well. Should be working for all buffs. Confirmed Strength buff in the elemental Earth magic line.

I think it says somewhere in the forums that this is a feature? Don't know the truth about that.
