How does Hit Rating works in PVP

I know fron this thread how Hit Rating works in pve:

not really into the subject but all i know is basic things
+hit rateing increase ur hit and a little crit aginast ppl that has resilince but how much it difers from class to class as it shows in melee/range

As far as I've heard, Hit rating does nothing but slightly counter their dodge chance. So you can take a rogue down to maype a 23% dodge chance from a 25% if youve got a nice rating.

I've heard that Hit Rating are resetted in PvE. Like a rogue have XX % chance to miss in PvE. But in PvP its 100% to hit. And then ofc some players got Dodge Rating which aint resetted
