How to safely buy anaccount?

Let's say you want to buy an account from a trustee.
(Not some malicious source on the web).

Does blizzard actualy check credit card information?
(I changed bank and thus creditcard in the past so a change is possible BUT does blizzard KNOWS the name on the card? If so do they mind?)

What information does paypal share with blizzard? (is it possible to 'add' the old user to the paypal account so it apears to come from him? tault you know what paypal shares?)

Is it possible to create a 'fake' paypal name nowadays? (I have an old fake paypal name, does not matter if they share the cardholdersname tho :s)

Just some questions to NOT get banned for buying a wow acount.

Blizzard wont check the cc information because you are basically just moving it to your new account name. Paypal shares basic information so i wouldnt look at that one. Creating a fake paypal is near impossible now.

If you buy a wow account make sure they are us accounts and registered to someone in the us. Or your respective country. Thats prob the key thing because then changing the cc information is easy and blizzard wont have any red flags. But if an account is from china and now here it might get a red flag.

Your better off just making a new account the ability to recall your own account is invaluable. Of course you could make a fake paypal but filling out fake credit card applications using fake mailing address with P.O boxes is where I stop writing tutorials ;)
