Start by going to the following link

Found this on a forum
Scroll down. You can create a European or USA account. Click on the "Go" for the appropriate account type:
enter account details. Choose subscription length. Because this is exploiting Funcom's payment system accounts will likely not remain active for more then a few days.
Enter fake details for name, location, etc.
When selecting payment, choose "PayByCash". Enter a fake paybycash name. Funcom will try to charge this paybycash name, but activate your account in the meantime.
Hit register!
Wait a few minutes and you should be able to log into the game with this account.
this is an easy way for you to create a European account to get patch offsets as long as it remains working ;]
