potion dupe?

on my server there are currently several different people with chinese sounding names selling large numbers of the level 70 blue potions on the trader for half the vendor cost or less.
these potions are not able to be made with alchemy as alchemy craftable potions stop at level 60 greens.
these potions cost 1 gold each.
there is clearly an item dupe, bugged vendor that does not charge, or a way to glitch out the game into thinking you have money that you do not actually have.
