ToS 2x Crit Bug

I have heard of ToS using Inner Charge bug to 2x crit. Is this true? What is the process?
You have to use innercharge,
then lighting strike.
then the spell (a feat one, cant remember the name just now) wich makes you to cast lighting strike without casting time.
then lighting strike again
You got X2 crits.
