I was under the impression that the level of gem didn't really make a difference. Has this changed?

yes but there isn't really a difernce between lvl 70 and 75 gems, level 80s though have a decent bit more stats then the 75's

Well.. for involiates and immutables they are supposed to be changing in this next patch.
