All this requires is the conq to be grouped with a necro, and the necro to be using melee pets. There is currently a bug that makes it so ferocious inspiration stacks on the necromancer's melee pets as well as the conq. So if the conq goes down, the necro pets have the 10% chance to proc the battle res on the conq.

This must be what was happening in my group. I had a conqueror, and myself (necro). Almost every time someone died, one of my 8 melee pets would rez people.
