First off, there a few basic skills that anyone can get, but most skills require a certain clan.
The basic skills can be bought (using gold) from the trainer in one of the towns. The others can be bought from a member of your clan using contribution points. These contribution points can be gained by selling items to a character inside your clan base.
To level your kung fu spells/abilities, you need to just use them. Some books will increase the rate that kung fu levels. You can either use your kung fu as you want or level them 1 or 2 at a time. The following list has some suggestions on how to do them 1 or 2 at a time.
Meditation: Simply leave your meditate kung fu active, even when you aren't meditating. It should level with you.
Quickfoot: To level quickfoot, you can do 1 of 2 things. First, you can use quickfoot to run around an area. The other option is to run into a corner (using quickfoot) without the game stopping your character.
Attack style kung fu: If you activate the attack style, it will level as you attack, so long as you have Vital Energy left.
Special attacks: To level these types of attacks, attack a monster with the appropriate weapon
Offensive magic: Just run around and cast the chi kung on a monster without attacking it. When you are nearly out of vital energy, rest and repeat^^b
Buffs and healing magic: Stand near an area where people are leveling and heal/buff them. You can also just stand and cast these spells on yourself.
