You can make 13 crafted items each with 3 gem slots which is a total of 39 slots. put 1-1.4% in each gem slot. 39 slots x 1.4 evasion gems =54.6 dodge
double tab back and you get another 50%

Total dodge is 104.6% (excluding the evasion you already have depending on your class) no one can hit you now if theyre melee.
but casters can. You can do this with immunity gems aswell.

Dude, you wont be able to kill anyone? If you only use dodging gems you dps will be suck. The game will be boring. And still you cant survive against caster because you cant dodge spell.

I was under the impression that stacking multiple mods on 1 piece of gear did not work, it may take the gem, but the stats do not add up.

Not to mention, if you load/die with gem'ed gear on they wont work till you un-equip them, and reload/zone again and than re-equip them.

in theory it would be nice, for pve at least, even if you only get +10-15 out of armor, its a substantial amount on top of what you have from your feats, and than the base default evade/parry/dodge chance which is around 30%

im guessing you haven't even tried this or you would have posted some screen shots or more proof, i suggest doing so if you want to get yay's on this..
