What's the Deal? : City of Heroes - Submissions

It is odd that everylink I click on I must be a premium member. How do I know it is worth it? I want a taste of something to see. If it is junk why bother paying for it? If it is good stuff and applicable then I will pay for it, without at least one worthwhile thing to view....then no premium. Thanks
