I tried this yesterday and the Pirates turned and ran back before I got to the guards. Maybe I'm doing something wrong but the guards on the dock did not attack them before they ran off.

I'm almost sure this has been nerfed. I tried it on my assassin the other night and the encounter broke before I could get clsoe to the docks......sadly, nerfed.
