Battle inclusive quests can be done at a much lower level if you have a party and/or good equipment

5-8: Quest EXP should suffice through the low levels easily. If not exp should come quick enough through Forest ruins (avoiding inside of building)

9-10: Continue doing quests you have gathered and make sure to do the quests that require you to finish off monsters where leveling is at a prime.
Level 9 with 40% left can usually make second class as soon as completing the job change quest.

Having a group of friends to group with around your level willing to grind (3-4 hours) can cut the time needed to get to level 20 in half easily.
11-12: Finish up any left over quests. Tough range for most brawlers, party up with 3-5 others and fight scarecrows in Antonica by the North Qeynos Gate for quick exp.

13-15: Grind Scarecrows with a group of 2 others. Solo: Elementals in Forest ruins, Green^^. Duo: Elementals in Forest ruins, Blue^^.
est time: 3 hours
15-17: Large party(3-5) for Rotstuffed Scarecrows. They can be found by the Steppes Griffon Station. High level elementals in forest ruins for soloing. Green^^ should still exist.
est time: 4 hours
18-20: Grind Rotstuffed scarecrows with one or two others. You should be able to get a level every hour and a half if going slow. Soloing: Blue-white singel monsters found by rotstuffed scarecrows.
est time: 3 hours
20-21: Party up in Thundering Steppes, or Solo Granitescale Lizards by the oracle tower griffon station in Antonica. They drop "Split tounge" that sells for 9 silver! Their meat also sells for 1.5 silver!
