is there a way to change the distance that PC's and NPC's pop into view?

no, xbox 360 hs a longer range though

exactly, so I would had to assume it's not server side

No. Only the backround graphics. NPCs & PCs show up/vanish at 50.0 I am pretty sure this is when they are shown to your client.
