Just wondering if it is okay for a premium member to post guides that she wrote in the submission section?

Probably is, but my brain's malfunctioning as usual since I've only got two more days left of Spring Break... ; ;

I don't see why not. Thats what I do. Granted I haven't submitted a guide in years.

They're supposed to be posted in submissions, although it is tolerated in the guide discussion forum. The reason people post them there is because more people look at them, and they have a higher chance of acceptance because of it (unless it's !@#$%^* in which case you're screwed anyway).
