Is Combat Tactics the same thing as CQ points?

Nope.
CQ points are useless. It's mearly a kill count.

Thanks for the reply...

I'm starting to wonder what in the matrix online game IS useful. One cheat listed on this board says "get a free CQ point". It explains to stop the duel just before you make the kill. Now I'm starting to wonder what is the point of stopping the duel, when you are about to make a kill anyway to gain a CQ point.
