When you reach the intermission of the control room, you'll still have the Spartan Laser, but after you kill the Monitor, you lose it.

To get it back, you must first keep Johnson alive.

After you keep him alive, he should still have a Spartan Laser, kill him for it.
You then pick up his laser, if its not infinite, kill him again, but make sure there are no weapons around him or he wont revive with a Spartan Laser.
