fissure armour : GW Discussion

im new at this and i have a new lvl 20 elementalist....i have seen this armour on this one elementalist with spikes on it...i asked him what it was and he simply said FISSURE ARMOR...i asked where he got it and he said the fissure or sumthing...may someone point me in the right direction in where to get this armor?
