Those attributes are based on a character with no runes.
At first glance it may sound silly with all the simple spells, but with that energy storage from the Ele Prof. you can launch and unliited wave of them. one spirit after another then heal yourself and soem allies. And if you do find yourself running low on energy, Then comes Glyph of Lesser Energy.

Now it would most likely work with other combos of skills but thsi is the one that i find really useful!

where did you pull those extra attribute points out of? your !@#$%^&*?

the closest you can come to the attributes listed would be 2 12's and a 3...

maximum attribute points is 200...your build requires 272 if I did my math correctly...

so either you made a typo or you just don't know what you are talking about.

hehe....

honestly I don't think the guy has played much of Guild Wars...if anything at all...especially after reading the supposed ultimate running build he posted...

I would bet he hasn't gotten a single character to 20 in game yet...
