First You have to be in Windurst Waters of course
Then head to the cooking guild but dont enter it
To the left if facing the guild u shall see a stool
Work your way in the corner behind the stool
Keep wiggling
Eventually you will fall down into the water
Congradulations you just did it

To get out just walk on land

I know it works...unless they patched it, which I'm pretty sure they didn't

Or you could use POS found here on these forums and use the Down button to push your character down through the boardwalk into the water, from anywhere.

Connectoin Speed

Then begin healing and hit shutdown and Vola no more party or hit alt tab or alt esc dont know which or pull the cable.
